Change the layout of My Cart page in Magento CE 1.7

Hi, I need you to change the current layout/ design of MY CART page. The current My Cart page design is a bit broken. I've attached 4 images. IMAGE 1: The current MY CART page. IMAGE 2: How I want the design/ layout new MY CART page. IMAGE 3: I have explained the changes I need in the new cart page design. IMAGE 4: I have explained by putting the new and the old design side-by-side. This is not a big project. Just need to change the layout. My budget is very less. This is an urgent project.
