Create an offers based platform with its own Website, Mobile Website, IPhone/IPad and Android Applications

I want an API centric offers based platform like Groupon and Voucher. One which has user profiles, loyalty points system and product aggregation infrastructure. I have also included an example as an attachment here which should work as a guideline and not as a copycat model. I will also need to know the best possible solutions and price quotation for future running expenses (Various Platform Fees, Database and Storage Charges etc) and the arrangement of ongoing technical support from you and whether that be included in the quotation provided. Please quote your best possible price as I have many friends who are in this field.
