Troubleshoot External MySQL connectivity issues for migrated WordPress site

I have built a new company website using WordPress. On two pages, which list our key projects and our staff names, I do an external MySQL database lookup, using the "Allow PHP in Posts" plugin and then performing wpdb database lookups:
$wpdb = new wpdb( "user", "password", "database", "host:3306" );
I want external access from my web host to my own MySQL server for SELECT queries only, so that I can avoid having to constantly export and import staff directory information.
This was working successfully when I had it installed on a local IIS server on the same network as my MySQL server. But, I have shifted the WordPress site over to cPanel hosting on GoDaddy. They have confirmed to me that 3306 is open on their end for external lookups.
I have created a special user on my MySQL server just for this purpose that has read only access from wildcard hosts.
I am not seeing any incoming traffic on my end, but given GoDaddy are telling me there shouldn't be a problem on their end, I'm stuck and am seeking some troubleshooting assistance.
