Simple ASP.NET Core Web3 DApp

I'm looking for somebody to create me a website very similar to https://chaintext.net. Technology that needs to be used is ASP.NET Core Razor pages and it will run on Linux. You don't have to worry about graphics design as I only need functionality.

1. Smart Contract needs to be ERC721 compatible. You can reuse / adjust contract found here: [login to view URL]

2. There will be fixed mining cost for every minted NFT. I need to be able to change that value at any time once (after) contract is deployed.

3. Smart contract will need to store certain amount of data like Creation date & time, Name, Country, City, Custom text.

4. Once NFT is created, you can't change it any more, you can't append any more text so no appending feature is required.

5. It needs to be able to work with MetaMask.

6. You don't have to worry about generating custom NFT's. I only need simple C# method on the server side that will be called every time some value is changed client side. That method should receive all the bits (name, country...) and return simple red square PNG.

I will create Linux Virtual Machine on Azure so all the data (generated NFT's) can be stored locally. I'm open to suggestion about the database used in the background. It can either be SQLite or MariaDB. Database should be used only for storage and loading data in the memory once web app starts. Everything else should be served from the memory.
