iPhone App Required - Message on Hold

I am not sure if this is even possible, please read this job description carefully and reply with suggestions or restrictions of iOS capabilities. I require an iPhone app that when the "Hold" button is pressed (or mute button held for afew seconds on iOS5), it will play 1 single track on hold instead of silence for businesses within Australia. Currently when they are placed on hold they only hear silence. The app needs to be able to upload 1 track only, it cannot allow anything from iTunes to be uploaded to be played. Read this for further clarification - [login to view URL] So just to be 100%, this will work when someone makes a call through their iPhone, from the standard Phone app that comes with every iPhone from for calls, and when they press hold, our app will automatically play a custom business message. We will be creating the message for every client, and the app should not allow any other provider to upload any other music apart from us, this is very important!! The app does have to look flash, it just has to work.
