I am looking to convert shapelib C library source code to convert from C to JAVA.

Design/create library with Java OO and include all API function from shapelib(check shapefil.h from C shapelib)
You can create new library, no need to use same logic or no need to port directly from C library,
BUT
Need same API name and Struct name as shapefil.h. Support Shp file related API(Read/Write/Modify/Create/Add/Delete....etc)
Support DBF file related API(Read/Write/Modify/Create/Add/Delete....etc)
Support all shp type(please see below)
Make separate library with OO concept, so other application can load multiple layer and draw multiple layers.
Need a test application to load and draw layers on screen.
Test application will use Java shape library functions to read/write GIS data(shp,shx,dbf).
Need to provide source code with documents and Unit test
Need to compare file loading speed.
Please go through shapefil.h.
If need sample shp/shx,dbf data, download from internet.
