This is a good idea that you are deciding to develop UI part with MVC. MVC has more feature with better performance. But for service part you don't need any UI framework like MVC or ASP.NET. You can better develop as wcf standalone service and can consume in ASP.NET MVC or plain ASP.NET application or any cross platform application.
