Convert PapiNet (v2r40 DeliveryMessage) XML to different XML format in C# as 2 class library

I need a C# 2013 application to convert a PapiNet (v2r40 DeliveryMessage) XML ([login to view URL]) to a simple xml ([login to view URL]) what we are using to feed our system. Program needs to read [login to view URL] from a folder and creates the [login to view URL] which will be saved to sql server. It should be a a class library so i can used it in existing code. It needs to be a class for reading out the values of the xml and one class to create the [login to view URL] so it can be reused for other conversions. I have attached the [login to view URL] (what is in the soap body) and i created a schema (I hope this is correct). I also attached the [login to view URL] with the schema. Also I have a pdf with the mapping between both files. Not all fields are mapped but this is ok since not all are needed and some are still missing in the [login to view URL], which i would do later. but the [login to view URL] need to have the tags even when they are empty. the [login to view URL] needs to be written to a folder and inserted to sql server (which I would do later)
