2 C# Functions for Querying the Bitcoin Blockchain History

I need a .NET library written in C# that will implement two functions against the Bitcoin blockchain:
1) Given a start datetime and a stop datetime, return a collection of the block id's that were committed between them.
public string[] GetIdsOfBlocksCommittedInTimeframe(Datetime startTime, Datetime stopTime);
2) Given a block id, return the transactions that were included in that block, including the sender and recipient wallet ids and the amount of bitcoin transferred.
public object[] GetInfoAboutTransactionsInBlock(string blockId);
I REQUIRE SOMEONE WHO ALREADY HAS SOME BITCOIN EXPERIENCE. ALSO, I DON'T WANT TO HAVE TO DOWNLOAD A BITCOIN NODE OR SUBSCRIBE TO AN EXPENSIVE API.
