Hi there, I've checked the VB source you've provided - if that's the full extent of the project then conversion to C# should be very straightforward. I guess you do have other files to go with it to make up the solution? E.g. a Forms UI? I have over 13 years experience with dotnet technologies, in both VB.net and C# - I've scanned the source code provided and there's nothing there that would prevent a straightforward conversion. I've bid the minimum amount Freelancer allows as per the budget you've set - however if you lower your budget to allow for lower bids, I'd happily do this for USD $175.
