.NET developer needed for photo quality analysis

We are a real estate listing website.
We get 1,000 listings with 15,000 photos every month.
We want a library to assess the quality of each photo and assign it a score out of 5.
We will then use this ourselves as one of the ranking factors in real estate search results.
We need a .NET developer, who codes in preferably C# language.
We want the full source code of your program.
We shall input your program a JPEG file.
Your program should give us a score out of 5.
I am attaching a zip file with sample photos and scores.
We must discuss together what factors we can use to determine the score of a photo.
Here are some ideas:
* Focus (can we algorithmically understand if the photo is in focus or not?)
* Watermark (can we algorithmically understand if a photo has a watermark or not?)
* JPEG Artifacts (Too much compression is bad)
* Wide-angle (wide-angle photos are better in real estate)
* Light (if the overall brightness is not good, that's bad)
* Over-exposed and under-exposed areas (if photo is not an HDR photo, then windows might over-expose in a sunny day. See the door at 163744 under "Score 4" folder in the attached zip file. That's the reason why it is not score 5.)
We can give you more indoor and outdoor house photos if needed.
