Windows App for Recording/Playing back Voice-overs

App needs to be able to playback audio files and record mic input at same time.
App needs to have user settings for:
1) 'Playback Device' (which of the computers audio outputs the app uses),
2) 'Recording Device' (which audio input/mic is recorded),
3) 'Playback volume' (volume of the audio file),
4) 'Voice over volume' (volume of the recorded audio when played back)
Buttons:
1) 'Choose playback file' (lets user chose an audio file for playback),
2) 'Start Recording' (starts audio playback and starts recording input from mic),
3) 'Stop Recording' (stops audio playback and stops recording),
4) 'Replay Recording' (plays audio file and recorded voice over),
5) 'Export Voice-over' (exports the voice over without backing audio),
6) 'Export Recording' (exports the voice over and backing audio combined as one file),
