Write a script to execute AT COMMANDS IN WINDOWS to get the cellid and lac from wireless routers

I want some one who can execute AT COMMANDS in windows to get the details of the wireless routers(I use sierra/cradle point routers)...The information i need is cellid and location area code.

It can be developed in any language but it should executed in windows . peferable language C/C++/Python/C#.

The information should pulll all the data without user interactions when the program executes.
