Business Plan - small web startup company

I am looking for someone to develop a complete business plan for a small business startup that would be similar to WebMd and Doctissimo. This Business Plan should be treated like a small business startup. So we would need an idea of the manpower, infrastructure, hardware etc. Also we need a cost of building a similar website, Design, Coding, Web Hosting (dedicated server), Search engine optimization, Google AdWords, (other possible medium for Advertising) etc… This will be a 100 % French Site, so we need also recommendations to advertise on French mediums. Also we need Manpower: Example: 1 Project Manager Salary 1 programmer Salary 1 graphic designer Copywriters Webmasters etc... The business has not started so far and we are looking for financing and documentation for well rounded business practices.
