Go Hugo Theme/Template Design

We need someone to develop a new Go Hugo theme/template for us based on the attached image.
The theme should be similar to this theme in function:

Import function is searchable posts.
There will be a animated CSS/SVG in the bottom circle, based on this:
[login to view URL] (perhaps with other blocks?).
We have all the graphics in SVG format and the design must be fully responsive using SVG/CSS.
Ideally we would like to be able to change the colour of the SVG in config if possible.
The design must be ready to accept google adsense (beneath and columns either side) and configured for google analytics
