Hi, This simple project that could be done in 3-4 days. I will use LM2576 as DC-DC converter, and cp212 as USB to serial module. The others component will follow your requirement. Usually I use EAGLE /Kicad for PCB design, chose which you prefer with. I have designed PCB since 2012 and have been done lot of project, most of it are Microcontroller based, So I know how to optimize your circuit and make it work propperly. Hello. I'm ready to design such board. I have experience developing devices with PHY Ethernet, especially with PoE. Why you need only Eagle? I can professionally do this job in AltiumDesigner or if you want free tool, I can use DipTrace(it have limited free version or full evaluate). You can download it and use for looking on finished project or doing some changes. After finishing, I will send you all project files with libraries, gerber files for manufacturing, 3D model of the board, docs in pdf such as schematic drawing, layout drawing, assembly drawing, BOM and etc. And more, concerning Ethernet: need to discuss some details
