Getting accurate information from relevant officers in around 10 Belediyesi in Turkey

I want a Freelancer to call a few beledeyesi to confirm some rules and get accurate details about marriage process from different Belediyesi. As most offices I have contacted do not speak English, and I am not a Turkish speaker, I need to hire someone who is extremely good at people skills, communication and getting accurate information from government officers. The freelancer should be capable of recognizing when the belediye officer says something wrong, that does not match with their own website information, just to get rid of the call. It's also helpful to convince them of certain limitations of the couple so they are more sympathetic to help. Thank you
