Create a 'spinning' sign from logo

I want to create the appearance of a sign that is spinning from a company logo. You can see what another developer tried here
<[url removed, login to view]># keep refreshing to see it. There are two problems with this
1) we want an easy way to adjust the speed. Maybe in the html
2) I don't think it looks like spinning. To me it looks like it is shrinking and stretching. Maybe it needs some thickness, like a real sign would have.
We do not have the source so would need you to start from scratch. Please provide any examples of similar work if you have it.
