Website splash page and template

This will be a design for a site where individuals will be able to perform "instant criminal checks". We will need something colorful, high quality graphics splash page and a template page with a header and footer design. Some phrases to list on the splash page could be: 1. No Membership Fees! 2. Instant Results! 3. No Waiting, Sign Up Now! 3. Nationwide Criminal Check! (feel free to create others) Included in this design will be the need for a logo for "InstantCriminalCheck.Com" I will need the logo as individual files as well, different sizes and with clear backgrounds. The logo can be animated but I will also need a logo file for printing purposes. In the design of the splash page (entry page), it needs to be more of a brochure design, colorful, crisp, rendered graphics. A little animation to get the attention of the visitor to "click" to enter the site. A space on the front page for the username/password to login. I am looking for original design, no clipart. Some ideas could be photos of a courthouse, filing cabinets with a researcher going through files, maybe someone in jail behind bars, a photo of a criminal, etc. You will need to use your own imagination. I will need an assurance of unlimited edits and a satisfaction guarantee. I would like to see some mock designs. If I am not satisfied with any of them, you will need to be able to go back and create others. The template page (the page after the user clicks on the splash page and enters the site) should match the design of the splash page, similar colors, etc. however be scaled down to include only a header and a footer. I will want you to slice and place all of the graphics into html and deliver all original working files as well as the formatted html pages (2 pages total). The page design needs to align CENTER on the page. I would like the splash page to not have to scroll. You should see the splash page in it's entirety without having to scroll.
