How to enable Google disabled ad sense account for publisher

Hi,
My Google ad sense account has been disabled due to violation, in fact i didn't received complete information and the reason from Google. I asked them several times and then they asked me to remove the download button's from some specific pages, I have been informed that it's against our policy whereas i didn't upload copyright content but they are not accepting. The downloadable materials are free and are non- commercial and nor copyrighted materials. But they can't understand .
I have requested appeal but they didn't accept the reason, so is their any way/method to enable my account again ?

Hi Which money you loss it is not possible the google back your money . So you make a new adson account and make new site for you then try to no violation. Thanks .
