Google Maps For Sales Territory

Looking to build custom google map of US and Southern Canada.

1) Need to be able to show custom territories (attached png).

2) Need to be able to show points of interest (attached csv),

3) must be pannable and zoomable (though I suspect that's preexisting functionality with the google maps api.

4) Needs to have a variable width/height setting (can be hardcoded - just need to be able to show this map in different size viewing panes).

5) Would like to popup address information on the points of interest
6) Would like to be able to color code points of interest. If you show how this can be done, we can figure out how to apply the concept.
