Copywriter and Graphic Designer needed!

I am in the need of a copy writer to create content for a brochure, and flyer. I can provide you an outline of what is to be included in the content, you must elaborate and specifically find what each violation can cost. The content has mainly to do with the Finance Industry, although there are other industrial terminology that will be needed to elaborate on. If capable I would then like one of the pages to be in .pdf like format, where it could be reused and just like a form with adobe. The contractor must have some understanding of California laws (which can be found on numerous legal websites), CA DMV Regulations, CA Finance Laws, Consumer Protection Laws, Collection and other similar industry regulations (to which I will provide a majority of them.) Some of this can be cut and paste (meaning the exact wording of the law), but I dont want five pages of non-sense that goes on and on. I need just the main jist of the law, along with the violation amount in dollars and or penality, but it does have to contain enough language to get the point across. I would also like a email quote system setup where I can email quotes to potential clients along with the optional packages and what they entail. This would have to be in a nice graphical format that is easy to understand and read. I would also be interested in creating some web content if the price was right. Turnaround time is essential.
