It's website software that can be setup on a server which is easy for people without programming skills to modify. I would be willing to setup the website on a server for you, program the basic layout modifications to your desire, and advise you on how to update the news feed, players, etc. The only question I have is about your registering concept. You want people to be able to register for the tournament, but I'm not sure how you want the application process to occur. Do you want them to fill out a form and have it sent to your email? That is completely manageable . On the other hand, I could also make it auto-accept applicants and keep track of them in a database -- but that is more complex and I don't believe it should be necessary. Keep in mind, you'll have to pay monthly or semi-annually or annually for the hosting service to the website and purchase a domain name.
