Create a website to calculate taxi rates

Hi I need to create a Website to calculate taxi rates. This site will be work under the rules of this map [login to view URL] When you take the taxi, you can view the rate of the trip. So, you need to put the Source and target address. The source address must be taken automatic from the GPS position. Then, the destination address must be part of one of our custom zones (the color blocks). For each block that you cross, you'll rate will be 5 USD more. Ex: A trip from Dadeland to Coconut Grove cost 15 USD. 5 USD for take the taxi, 5 USD for pass the zone of UM-Sunset and 5 USD to the zone of Coconut Grove. If you take and leave the taxi in the same block, the flat rate are 5 USD. If you take the taxi and the destination address is outside of our custom blocks, the system says that can't get you the rate. Also, the system only can calculate rates within the neighbors blocks. Ex: In Miami Lakes, you can only take the taxi within other Miami Lakes address. You can't get a trip fare to any other address because don't have blocks neighbors to pass in the route. Another example, in Miami Midtown, you can't take the taxi to Mia-East, because don't have blocks between one and other address. I need the code and design ready on internet. The design can be the google map of the current address on background transparency and when you put the target address, the map show you the complete route and the fare in big letter. The system update automatic your position on the route using your GPS.
