Secured single page website including simple, clean, modern design needed

We need a single page database based website including design (png design draft available) with the following specifications: Logo Area Link menu with Contact / News / About (we should be able turn off/on these links through admin panel) Live counter connected with [login to view URL] petition Underneath the text which links to petition: "Already signed?" "Take action now!" (This text should link to petition) Option to choose Country Field = First Name(check if valid characters) + Field = Last Name(check if valid characters) Field = Email (check if valid email address) Field = Phone Number (check if valid phone number characters) Document upload function (.PDF, .DOC, .ODT) (if possible with virus check) Success page, after form was sent with text. "Thank you for participate! We'll stay in touch." Contact link = Contact Form page (we should be able to set an email address to receive contact requests from the contact form) Secured Admin area: User and document management - option to download documents uploaded by users Option to search for users by name, phone number, email or document List users alphabetically
