Simple website construction

I am need someone to put together a very simple, professional looking webpage using basic programming language, with the following components - 1. Main page, with a look of tech, polygon art night sky, poly stars & black/dark silhouette of trees across the bottom. Some basic heading text & no more than 6 links. 2. about page, details about our project 3. links page, for related or supporting projects 4. FAQ page 5. Marketplace page, this is a links page that has links to a. sellers on the marketplace, (each have their own page) b. link to a page that allows users to apply to join the market. All the information collected on the marketplace page & the shopping cart should be set up in a simple customizable formmail program, that allows the administrator to list items as well as pictures of the items inside the form, visitors check the items, enter the quantity, calculate a total & then enter their shipping information, then the complete order is emailed to the admin & payment is taken remotely, so I do not need real time ecommerce, just a simple form mail should suffice. I would like it to be expandable so verified users can create their own pages in the marketplace, in which case an email of the order would be sent to the seller & the admin. This is the basics of what I am looking for, very low tech, but with a professional "techy" look. Thanks for considering the job!
