Software Developer for Frontend & Backend website/platform Developer - Online classified advertising service that operates as a centralized network of online communities

Hello, I am looking for software developer who will be able to build an online classified advertising service that operates as a centralized network of online communities, organized by city and urban region, for posting local advertisements. I would like to work with a developer or a team who will be able to create the frontend development of the website as well as the backend development. Frontend Development: The frontend should be fairly simple and relatively quick and easy to use for the general end user/person. The frontend user should be able to access the website: Register for a user profile Be able to post buy/sell or post service ads for the local region/community Be able to edit, change, modify, delete post/ user simultaneously viewing and editing content. End user platform similar to Payment integration with PayPal for bumping the users ads, promoting there products or service etc. Have an escrow account- so that once the buyer meets the seller the buyer can transfer the assets to the escrow account and release the funds upon meeting with he seller for security purposes and to make the transaction more safe. Backend Development: The backend development is not difficult to develop as from my non software developer understanding. However the website should be a scalable website with an ecosystem for partners/contributors. The backend of the website/platform would need: User/client profile management Inventory management Debugging of merchant integration UX fixes Compliance & quality assurance of products being sold Customer service and marketing for the end user/client to pay for there ads and promote them to the first page or mark the selling/buying items as urgent.. etc. Marketing for third party companies that wish to advertise on the website Security of clients data information Custom Internal escrow account and internal system to keep funds on behalf of buyer and seller, once cleared under a rule by the site will go to the one person to another Security features and functions of the clients escrow account I would like for the website, platform, technology to run smoothly and for it to be developed smartly for the Deal Management, Merchant management, buyer/seller management, admin management panel etc. Upon completing the website I would like to further develop the relationship with the person or team in order to upkeep, maintenance the website for updates, modifications, and future changes. From my understand (Non IT) the website would require JS and PHP with a database. Please correct me if I’m wrong.
