The Cattery refresh

I run a dated website called 'The Cattery' ([login to view URL]) built on PHP that I'd like to get updated to a more contemporary code with optimisation for mobile. I don't mind if it remains in PHP. Created in 2002 initially using frames I converted into PHP around 2006. Still using a very old version of Dreamweaver to update each week. The index page updated manually with new articles, the '[login to view URL]' file points to new articles that are then picked up by Google News. Hosted by Dotster. The page used to be on Google's first page of search results but on page 4 now due to the partially lack of a mobile version and likely needs some optimisation too. General requirements- - Convert into a newer format that is 'mobile friendly' and recognised by Google search and Adwords/Adsense as being so - Able to be updated ongoing using an inexpensive HTML editor - Minor search engine optimisation (not a primary goal but should be a spin off) - Graphical refresh - Optional is being able to update using a web-based editor e.g. Wordpress but not so keen on this.
