I would like to hire a Web Developer

Hi, We’ve got a project we could use some web development/coding help on. It’s an odd one. What we want to build is an interactive version of the attached ‘matrix’. It’s a chart of celebrities we feel have or have not got away with crimes they’ve committed based on their celebrity status (green= “got away with it”, red= “didn’t get away with it”). Currently, the image tiles are placed based on our own criteria; we want to make it so others can go onto a website and influence the placement of the tiles. Here’s a breakdown of the functionality we would like: When users hover over a photo tile, an information box (tooltip) pops up, with the following fields: name, photo, crime(s), sentence, current celebrity status. Users should be able to submit votes on how to alter a celebrity’s position on the map: click the photo tile to select –> adjustments for ‘fame’ and ‘severity’ appear. Users can input their own values for these, then click ‘submit’ to submit a vote. The tiles move based on the values users put in when they vote. The impact of each user’s vote is divided by the total amount of users that week. We’d need some kind of content management system so we can add celebrities to it ourselves, and also add details to the information boxes associated with each celebrity. We’d like a simple comment field below the chart, just type in any name and your comment to submit. Perhaps Disqus could be used for this? A simple contact form where people can submit new celebrities to be added to the chart. Need to collect the following information: name, crime, current celebrity status, notes. The site needs a link to our website, in a corner or something. There aren’t wireframes for the site yet. We were hoping you could estimate the time and cost involved in building something like this.
