Solve a BUG in PHONEGAP project - repost 2

First of all my budget is 30$ (I have increased it because I have a deadline) and should be done today/tomorrow.
I have a BUG into a PHONEGAP project and the other programmer wasn't able to finish his job even if I gave him the whole amount of money. I request from you a freelancer which is confident with the phonegap framework. The bug appears on Samsung s4 devices so you will need to have available a S4 and test it OR you need to be really confident on your work because I lost a lot of time for this poor program!
You need to be available and start the working now.
The app IS NOT COMPLICATED, it contains a DRAG&DROP feature and a quiz based on the alphabet.
I have simulated the bug in my browser and it looks that the Jquery file is not loaded SOMETIMES.
I will provide you the code [Phonegap project] and printscreens with the BUG.
