E-mail template development

Hello, I am in need of a developer who has experience in coding responsive e-mail templates that work well in all major clients INCLUDING Microsoft Outlook 2013 & 2016 on Windows 7 (and other versions of Outlook). The first template has already been coded in Mailchimp and looks fine in all e-mail clients except Outlook. I need someone who knows the issues with Outlook and can adjust the code so it will look right (doesn't have to be pixel perfect) in Outlook and also progressively enhance to work well in all other clients especially those that support responsive tags. You should have experience developing an e-mail using the hybrid model ([login to view URL]) and using the bulletproof background workaround for Outlook ([login to view URL]). In addition, you could use the Foundation E-mail development tool. The work consists of creating 2 e-mail templates that have a pretty straight forward layout. The first template is attached and the second template can be seen here: [login to view URL] Again, the templates must work in all major clients especially Microsoft Outlook, and you must test that it is working in Outlook before sending it to me. I will test it myself using Litmus.
