Do some CSS/html modifications so that two websites match

I have two pages that need to match each other exactly.

And here is the second page that is slightly wrong and needs to be modified:

As you can see the second page actually works as a website, but the layout and fonts have changed slightly. I want the css/html in the second page modified to match the first page. I still need the website to work correctly. I do not want the javascript or anything modified at all, just the css. I want just the layout to change but not the content.
NOTE: A couple freelancers have tried this project and did not succeed. IT IS HARDER THAN IT LOOKS. Please download the website I have attached and make sure you are able to do the job. I want everything to match exactly!
* I want each section on the left to look exactly the same as the reference when they are opened.
* I want the preview images in the center to have the same spacing between them, and to be the same size
* I want the pages to look the same at 1920x1080 as well as smaller resolutions like laptop size.
* I want the two pages to look the same when scaled down.
* I also want both pages to look the same at 2048x1556.
I want everything to match exactly, I will be looking very closely.

Wont touch the Javascript but can do this by creating a completely new stylesheet for the page. There wont be any change in functionality.
