Need to work on building quality backlinks in Education Niche

We are an Indian company helping students who wish to study abroad from India - [login to view URL] We wish to engage with someone on a long term basis for building quality backlinks to our website. Some key things to note are: 1. We will do project month on month basis with the person/agency. 2. The core metric we will be chasing is 100 quality backlinks every month. (From education niche only) 3. Only 1 backlink from 1 domain will be counted. Which implies per month you will need to build backlinks from 100 different domains. 4. The domain metrics we will be targeting are - DA 20+ || Moz TF/CF Ratio 1+ || Website should be google indexed || NO PBN LINKS ALLOWED 5. The person/agency working on our project need to understand we want to build only quality backlinks. NO PBN LINKS ALLOWED || NO SUBMISSION LINKS ALLOWED || NO COMMENT LINKS ALLOWED || WEBSITE SHOULD BE GOOGLE INDEXED 6. The backlinks by way of content partnerships, guest posting, PR outreach etc are allowed. 7. The person/agency working on the project, need not worry about the content as we can provide the articles/content for backlinks (if required) 8. Fixed Maximum Budget - 100$ **If you are continuously able to meet our targets on monthly basis, we can extend the project further to more than 12 months & to more than 100 backlinks as well.
