Location based App with QR code and in-app Purchase

The App platform would be iphone / Ipad / Android
The basics required for this first stage is as follows:
Website. We have the domain name and hosting
Create a test page with links to the pages below.
Create 3 pages. For example

For each page, one half of the page will have some Text and an image. Just Lorem Ipsum. The other half of the page will have a map (google or another) We then create QR codes of those pages App The App must scan the QR tag. For example the the QR code for [login to view URL] The App will send the latitude and longitude position from the current location of the iPhone to the web page ([login to view URL]) and mark the current location on the map. The test page of the web site will show that [login to view URL] has received information. The website operator clicks a link to testpage2 and can see the text information and image as well as the current location highlighted on the map sent by the iPhone. The only design features would be to have our logo on the home page and the same logo as the App icon A team that will take this basic function and eventually take it to the finished product.
a) App should be able to get user's location and call our webservice to get list of restaurants,café,theatre etc. nearby as per user demand. Display restaurant [login to view URL] make in app purchase.
b) User should be able to view restaurant's menu, rate the restaurant as well as place order.
c)User can build network,add friends each other friend would be able to see network friends and paste notes as comments.
d) Ability to post messages and upload photos to multiple social platforms e.g Facebook, Twitter
d) App will also have a local database containing data that will be displayed in the app.
This is description of full version and the project would move on per part as per decision with the contractor.

Developer should use Xcode, Eclipse,Cocoa, Phonegap ,Titanium .
