i need a ontology related project using java and protege tool - open to bidding

can u implement this paper proposed work. or it is a academics project work. first u have to register a user by user name and password and some more detail like email. then data base is created. then new page will open in which uses have two option. search and update information. update option has three text box. topic, sub topic and document. than another part of the project is design a ontology for a education background using protege tool. after design u convert into xml/RDF any format you want. than using this converted ontology and database of a user u have to fetch relevant document according to the search. after display the result alot of document is fetch. u have to mining the data than display the data after mining for mining u can use recall and precision.
