Create Webcam App to show stream full screen with logo

I need a simple web cam app created. I am running windows. All I need to do is show what the web camera is capturing on my screen at full screen (1920 x 1080 landscape) Nothing else to be on screen except a logo in the corner in front of the live stream. For this i'd like to simple drop a PNG image into a folder and that image will be a front overlay of the webcam stream. When the webcam app is opened is just needs to allow you to chose a webcam that is active and open the preferences/settings of that web cam. . If you have a webcam app that does this or more features that I can use please big and advise further feedback. I dont mind if you use Java, .net actionscript etc etc as long as it works in windows with my webcam and if some one punch a text name and the image will be open with keyword reply message and the third party can see the image if possible can connevt with telegram group and Line Application group Thanks.
