Niched instagram type of app

Hello! First of all, please read the instructions VERY carefully. I will not collaborate with persons/teams that doesn't know English very well (<---VERY IMPORTANT). I'm looking to create a Instagram type of app with a specific niche. Details of the app, it's niche, content and design will be specified to the winning bidder. What I'm looking for: A social photo sharing platform in which users can create a small collage with two photos (and with a "our" logo as a watermark) to post on the platform and get it rated by other people. The size of the collage/photo will be square as Instagram photos. When a user finish a photo/collage they should be given the option to share it on their social media sites. The published photo will show a user created caption/text and hashtags but will NOT show which specific user that posted it nor will other users be able to comment on it - just rate it (thumbs up/down). So I'm not in need of the community aspects (commenting, friends etc) per se, just publishing photos and the rating system (there will be a top list). The user should be able to manage his or her entries tho. All the entries from the users should be available for public display and searchable by user created hashtags. Also, there must be some kind of report option so the users can flag photos which are not appropriate, and someway for me to delete them. As I am not very familiar with the creation of social media networks nor server and hosting specifications, please give me some guidelines and I will provide the right conditions for it. The app will have a custom design interface. I have some experience in the design field but I would be happy if we could collaborate on some ideas. I am a registered iOS developer but I will also need help in packaging and uploading the app to the app store. For the moment, I want this app developed for iOS, both iPad and iPhone. Android and webdesign might come later, not now. So, technical functions in short: *Photo/collage editor with basic editing capabilites (zoom, rotation etc) with a pre-defined watermark. *A few various "collage-grids" available (see the app "PhotoCollage" for example). *Ability to write and publish captions/text and hashtags with the photo. *Uploading to the social network with a rating system. *A starts creen with a feed of the latest entries. *A social screen with all the entries sorted by popularity etc and with search and rating function (also a report function). *Admin entry for review and erasing entries. *Settings screen for users to manage their entries and change options. *Packaging and uploading to app store. *Graphics (please consider some advertisement in the design). *Support and updates.
