Android smartphone ROM programming. Wi-Fi and Power Policy changes required.

We need to create a custom lightweight Android ROM for a smartphone that will allow us to control the below items for greater SIP application performance with Android software such as Zoiper and Bria.
1. Overwrite the Android power policies to be able to keep the Wi-Fi device always on during low power states.
For example. when the screen is turned off and the device is stationary.
2. Ensure the smartphone efficiently roams between wireless access points in the building.
The developer options in Android have a setting "Always Allow Wi-Fi Roam Scans"
This option needs to be permanently enabled so that when the smartphone is restarted this setting is kept.
3. Find SIP software where we can lock down the account settings and configuration options to prevent users from making changes to these settings.
