Need a forum with user rating and comments

I want users to be able to post thier own recipes on my cooking website. I already have some of the website done with an access database named cookdb. I can create the tables and everything for the db to integrate this if you give me a list. All i need is code (in ASP.NET prefered or just ASP is fine) for the user to submit a recipe and have it show up in a mix between a forum style and a product catalog style. When other users view the recipes, i want them to be able to click a button to either add comments about it and/or rate it with 1-5 thumbs up or down. on the rating system, i would like to have a couple of categories to rate it on since it is a recipe (like flavor, ease to make, ease of preparation, etc... kind of like a survey) and i don't want it rounded, i would prefer it to say "user rating 4.6" so that i can narrow down the top recipes instead of having hundreds of them all say 4 or 5. Lastly, i want some code to search the db of recipes and pull out the ones that have the highest rating. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform ASP.NET or ASP
