PDF Viewer, Printer and compression

I'm after a custom made application that will be capable of opening and viewing PDF documents, that can also alter the documents by way of annotation (or stamps). This application must also be capable of printing documents to itself (from word, excel etc) and open it up in the viewer. It must also be capable of attaching the created documents to the default email client as PDF file with various security settings when required. The application must also install with a small decompression and decryption utility so that it can automatically open attachments that were received and that were previously compressed or encrypted. The application must be user friendly as well as a nice look and feel to it.
