The function will take the below listed input and extract individual frames from videos and save them in a disk directory.

I will provide the existing code to show how it is working currently.
The function needs to take the name of a video as input and then it tries to identify the stream. If it cannot be done the file is damaged and needs to be copied to the damaged file directory.
Pertinent information needs to be extracted from the video if available (CODEC, length, frame rate etc)
We will always want to bring back the first and last frame of the video. Then based on the interval passed to the function we extract the remaining frames and save them as JPEG files in the save directory.
Quality is more important than small size.
I do not mind if 3rd party components must be used but would prefer something native. My current code used Mediadet and Dexter which has big limitations. I can play videos with Media Player but they fail on Dexter.
I am looking to support standard formats that run with the K-Lite Mega Code Pak (*.mpeg, *.mov, *.asf etc) Very important would be the ability to interpret a DVD movie and extract the frames from the different parts as a whole. What I mean is not having 5 different extractions for a single DVD because the *.vob files are split into smaller pieces.
Logging of all that is done is critical.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Main application is in VB.net 2003. I would prefer to have this in th same language but am willing to go with C++ or C# if it will run in the same IDE.
