Web Crawler / IPWhois

I want a Delphi 7 program that can search the web and list sites that potentially hosting or linking to cracks for my software.

When I select a site from the list, it should display the site (using IE as an Active X component), and give the option of using as many "tricks" as possible (such as IPWhoIs, Reverse DNS etc) to track down contact details for the webmaster of the site, and their ISP.

Finally, it should have a facility to send a standard (editable) plain text email (preferably using direct MX sending to confirm it has been delivered) to these contacts, at the click of a button.

It should work by allowing me to enter a search term that would find my software, then I guess search an editable list of search engines, using multiple threads, though if there is a better way to do it then please mention this in your bid.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site).
