Flash Avatar Creator with SWF outpit

We are looking for a Flash Interface to build an SWF avatar.
The "Creator" should be a flash interface. User's can select components they wish to add to their avatar. Once the user is done building his avatar, the user can save it, and the "Creator" will output a SWF file of the avatar.
Take a look at Stardoll.com. They show an interface where user's can build avatars. We are not looking for graphics, rather the coding part for creating the avatar and the final SWF output file generation.
We have inhouse action scripters who will be reviewing the work done by you and asking for changes as per needs.
Project is a quick 2 week work, but we can extend our work with you based on your performance and additional needs from us.
Lastly, if you have already made such an interface, we'd like to see a sample. Based on that we can ask for changes. That should speed up work on your end and ours.
Please NO Java based or Shockwave based or Macromedia Creator Server based responses.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
