Flash Website Requiring Updates (previous coder disappeared)

You can continue from where his work left off but he did not give us FLA files for the most recent changes, so you will need to use the original fla file, which might be better and easier for you to modify,not sure.***

These are our requirements:
We need 2 pages integrated to the site:
1) The first page will be "Find or Sell". This page will have a form that asks the user if they are interested in finding or selling a vehicle (check box), and then there will be fields which ask for name, address, phone#, email as well as fields for Year, Make , model, color, transmission, options, price range.
2) The second page will be "Financing". I have attached 2 PDF files that we will need to somehow integrate in this section. When someone enters this section the site should ask them if they want personal or business financing, and they should be taken to the appropriate form.
The forms on both these pages should send to the administrator so he can get the lead information.
3) 2 navigation headers should be added to the top of the page. "Find or Sell" and Financing. The headers should be rearranged so that they can all fit without being too crammed/tight, so they will need to be smaller than they are now, and we would like to have "Contact" be the last header to the right.
4) The previous coder made the Find or Sell page how we wanted, but we do not have the FLA file, so this will need to be recreated as it is now.
5) If you click on "Financing" now, it should not say "Empower Business Credit Application" and "Empower Personal Credit Application", it should simply say "Business Credit Application" and "Personal Credit Application"
6) If you click on one of the credit applications you will see the form load. We do not want it to say "Empower Lease Corp" in the top left or have the contact information at the top of the form. If possible it should just have the Car Gallery logo in the top left. These forms can also simply look like normal forms such as the Find or Sell form if that is easier for you and still looks good.
7) If you try to scroll the credit applications when viewing them, the form goes to high and goes underneath the navigation header. This is an error and they should not scroll past the word "Financing" on the upper left.
8) Currently, if you push the browser "back" button, the browser simply leaves the site. I know that back button functionality can be used with Flash but it requires a bit of actionscripting, so we would like to have that functionality as well as the mouse wheel scrolling functionality on the pages that have the flash scroll bar, if possible. The back button functionality is important.
