4WiFi Website

I am a coder, but have a very limited ability to design a "good looking" website. I need someone to design me the basic page elements so that I can code the site to work the way I am wanting. I will give some basic outlines of how certain pages should function and it will be up to you to give me a site that both looks good and has good functioning HTML5 elements. The site is the basis for a Managed WiFi provider, but the underlying system works quite differently to others on the market currently. This has all come about after years of working in the industry and consultation with people wishing to provide Managed WiFi at their locations. I have nearly 10 years of experience with WiFi Hotspots and have worked for several different companies who are successful in their own right in the field but are lacking some key elements that people wish to have available to them or are unwilling to develop them into their systems. Please contact me if you are interested in this project, there will be a fair about of back and forth as I will need to work out what you think I should have design wise before we proceed too far. This will NOT be a template for Wordpress or Drupal etc, I will be incorporating it into my own code.
