Graphics designer / Programmer

We are have bought a job board program that we need the code to be re-written to work the way we want it. We need the programmer / coder to be able to read? Russian, as some of the code is written in? Russian, but at the same time have a good command of? English. This will be an on-going project, as we are an internet? company? and? ? thus will always be in need of design and coding changes to our site.
