Ultimate Viral Marketing Software System PROPOSAL & DESIGN

I have a membership that is willing to help us set a world record and we need an application they can use to make it go viral. The objective is to get this in front of as many people on the Internet as possible so we can set a World Record for the most people to pledge 1 penny (or more) to a worthy cause. There will be presentation and registration pages. We need the ability to leverage our membership to spread the word to all of the social networks, their friends, family, associates, bloggers, ad sites, tweets, forums, and where ever they can post info about the world record attempt. So the application we envision will be some kind of tool that our members can use to submit to all of their social accounts and other places across the web, maybe creating blogs, posting to forums, creating links back to our registration pages. We are not only looking for a bid on price for this project, but also a DETAILED proposal of design for this to be a VIRAL system/software. It will tie into our existing membership where we track all users by a username, so it must incorporate and track the links and who referred them by way of their username in the links. Again, we are looking for PROPOSED design on a system that can help our users spread the word in a big way about this world record attempt.
