Use MP3 on music audio player and not wav

I have a JOOMLA site, a music library website that sells high quality music files online. The main focus of the site is clients listening to music by clicking on play buttton. I also have a dedicated section for composers/songwriters where they upload their music (in WAV FILE!!) to the site.

Previously, I had a programmer mix an audio voice-over (like a watermark) with the uploaded music wav file. The problem came in where the programmer could not get the player to use an MP3 as the preview file (the file that loads when clients click on play button), because of some limitations on the shared server I am on. So he then suggested I use wav file, but never foreseed that these files will not load properly (starts loading after only a couple of minutes, and also does not continue playing, it keeps on getting stuck), which is really bad for my business. So now I need to find a professional, very experienced programmer who can do EITHER one of 3 things:

1. Find me a player than supports WAV files and loads them FAST!! (some of these wav files can be as big as 100MB, so think carefully about this!)

OR

2. Change the code to make a mixed MP3 and not wav - from the start (in other words, no mixed wav file is created, simply the MP3)

OR

3. Take the existing wav file that is automatically created after mixed with the voiceover and put on the server....and convert this to MP3 upon composers uploading the wav file. (in other words, a mixed wav file is created, put in folder on server, then convert this file to MP3 automatically upon composer uploading wav file, then delete old MIXED wav file, but keep original uploaded wav file)

Please check this list of available technologies for the shared linux server at Hostgator. DO NOT bid on this project if you have not done this. Previously I had many programmers bid who afterwards found out that for instance LAME is not supported and then they said they could not do this. I really need an experienced programmer who can find a way around the compatibilities issue with the shared server and can still find a way to do this (legally of course - not going against the rules of the hosting company). Bottomline is that the files loaded upon clicking play (via image or player), HAS to load FAST!! I also need someone who is available most of the time and someone who is determined to get the job done properly! NO CHANCERS PLEASE!!

FFMPEG not supported on the shared server hosting package I am currently on, so will need to find a different way of doing this.
