Membership System in PHP/MySQL

We are seeking for a bilingual (french/english) membership system with payment. It will be used by a certification authority for summer camps in Canada.
The visitors that will subscribe on the website will have the choice between three level of membership: free/ associative(49$) / certified(99$). Upon subscription, the members will gain access to a member zone (depending of their level) and a page where they will be able to modify their public profile. Members need to have access to their invoices.
An administration panel is needed. The administrator needs to be able to delete/modify/update any info on a member. The most important part is that the administrator has to give a note to a member after verification, wich will be showed on his public profile.
The job can be done really fast by modifying any existing open-source solution (wich we permit).
