non standard mp4 streaming

I need a developer with C and/or PHP skills. Target: build or help me build a script or module that enables me to have Apache deliver mp4 streaming to the end user. I want to be able to control the output (be prepared to add and remove parts of the movie on the fly, while it is streaming), Apache already has the module for streaming mp4, so either we need to change that code (it is open source), or we can use the C-code from that module and rewrite it in such a way that it can be used from PHP. Target detail: The end user clicks on a mp4 to watch. We will use JWPLAYER to display the movie on the desktop (and on mobile devices the device will display it itself as in html5). BUT: we want to execute some code while the movie is streaming. We need to go to the database and ask (query) if the user has started more streaming movies, and check some other things in the database, and perhaps do some calculations. Based upon rules we will stop the streaming so the user is forced to either restart the streaming or reload the page or any other action. This is the short version of my explanation. Before we can do any project I would first need your consultancy! I really first need to know -can it be done- or not. Is the project a go or no go. You must have the necessary skills to consult me on this first. I prefer to have someone working on this with skills in php, C, movie codecs (at least the knowledge about i-frames in MP4 files). There is a chance the project changes upon your input! Suppose you know more than me about the subject you might come up with a neat other way of doing things .. ..
